On behalf of the Silver Seven Hockey Club we would like to thank you for volunteering for this important role and committing your time to make the upcoming season a great success for your team.

We believe that often the difference between a good and great season for our players is determined by the effectiveness of the Team Manager. You are the off ice communications link between the coaching staff, the parents as well as the OVSS Board of Directors. Your willingness to assist in organizing events such as fundraising and tournaments allows our coaches to dedicate their time to developing hockey skills for the players.

We hope you will find this year’s Team Manager Handbook a helpful resource, please send any feedback or comments and suggestions to your President.

Goals and Objectives


This handbook has been developed to be your resource outlining the principal duties of the role. The Team Manager is the off ice communication link between Parents, Players, Coaches, Level Coordinators and the S7 Board of Directors.
The main objective of the Team Manager is to manage the administrative aspects of running the Team.  This provides the Coaching Staff with more time to focus on coaching and developing hockey skills for your sons and daughters on the ice. The communications objectives are:
  • Accuracy and clarity – Deliver clear and concise information.
  • Timeliness – Provide time critical information such as practice and game schedules and establish protocols for ‘late breaking’ information such as cancellations.
  • Consistency – Provide consistent messages and communications.
The Team Manager also plays a critical role in many aspects of the team and the program. This includes fundraising, team publicity, tournaments, and ensuring all mandatory forms for the OVSS and ODMHA are complete and submitted on time.
Although these responsibilities may seem extensive, this is a list of all the potential activities that occur during the course of the year. Levels of participation may vary from team to team and it is important that you work closely with your Head Coach to identify tasks and responsibilities clearly and communicate them effectively. Furthermore, as you and the coaches have volunteered, you are highly encouraged to reach out to the rest of the team’s Parents to ask for assistance in areas such as publicity or fund raising. You may even want to consider having a Co-Team Manager to share the work with just make sure you establish a lead contact for the head coach. Don’t be afraid to ask! You will be pleasantly surprised how many people will want to help out.
 

Assisting the Coaching Staff

As stated in the overall goals and objectives, the Team Manager exists to allow the coaches to maximize their time and efforts to the on ice activities. There is extensive planning involved in practices and games and your assistance allows these volunteers to dedicate more time to this crucial aspect of the program. The more time the Coaches have free of administrative duties, the more time they have for planning and developing hockey skills in the players! Combined with creating a positive and enjoyable experience, these are the ultimate goals of the ODMHA & OVSS program.
As in any team environment the most important element is team unity both on and off the ice. Often this spirit is derived from sound two-way communication with the Players, Parents, and Coaching Staff. Ensure these lines of communication are open and that you have established yourself as the focal point for communications between the Parents and Coaches. This will centralize questions and their answers for the entire team. As we all know there is no such thing as a bad question, and if someone is asking we can bet that others would like the same information.
As the result of your role, you may encounter a problem or issue either on or off the ice. It is important that you understand it is not your role to mediate in these matters. However, it is your role to encourage resolution within the established guidelines of OVSS.

These communication protocols for incident management for team managers are as follows:

1.     The Head Coach – It is preferred that team matters are resolved within the team if possible.
2.     The Assigned Director of Competitive - for that level i.e. Atom – If the issue cannot be resolved or the parties are uncomfortable       then the Assigned Director of Competitive can meet with the parties and mediate.
3.     The President – If necessary, the issue can be elevated to this level by the level coordinator.
It is important to understand that at each level of these protocols, issues will automatically be elevated depending on their nature. Your role is to communicate this protocol and not to mediate.
 

Incident Management (from our website for parents)

As members of the Silver Seven Hockey Club we may encounter situations which require assistance. It is important that we follow the chain of command and direct questions or complaints to the appropriate individuals within our club so they can be handled appropriately.
 

Hockey Team Related Issue

 
1) Adhere to the 24-Hour Rule
If you find yourself wanting to bring a hockey-issue forward, the first step is to abide by the 24 hour rule- take a step back and don't do anything until you have exercised this rule.

2) Speak with your Head Coach
If you have a complaint that is hockey related to your player’s team, please talk to your Head Coach first. Provide the coach the chance to understand the details surrounding your issue and the opportunity to respond.
*If you issue is in regards to your Head coach and/or a member of the coaching staff please address your concerns directly to the OVSS Director of Risk & Discipline for consideration.
 
3) Escalate
If your issue isn't addressed to your satisfaction, then contact the Director of Risk & Discipline and submit the issue in writing. The Director of Risk & Discipline will engage other Board Members as necessary on your behalf.
 

Communications

Plan on visiting our web site often for Silver Seven news!

Team Communications - As previously mentioned, the objectives are to provide timely and accurate information to the team proactively. Although our web site and e-mail has replaced the need to produce hand-outs these are still viable communication tools on detailed events such as traveling tournaments. It is also extremely important to verify that every family does indeed have access to the Internet and checks e-mail if this is your chosen method to communicate.

Team Website – Our website offers teams their own web space. The Communications Manager will help you to manage this space upon request. Managers do not have access to the OVSS webiste or their respective team page and therefore must reach out to the Communication Manager to post any material they wish published.  All families sign off on a waiver form for pictures and website information on Picture Day. Use this as verification with your team’s families if it is acceptable to post pictures and/or with names.

Team Publicity – We encourage you to submit articles with regards to your team’s statistics, a memorable event (tournament or fundraising) or a personal best, to the local papers in the seven communities that participate in S7. The local paper is one of the strongest mediums we have for player recognition. Trust us; every player wants to see his or her name in the paper!
It is absolutely paramount that all articles are positive and that everyone understands that this is not the place to express opinions about referees, leagues, or other items. It is the place to build positive team spirit, unity and to recognize the contributions of every player.
Submit your article to the local contact with a picture that includes all of the names. Ask a parent on the team to be the team journalist and they can help with this task.

 

 

Administrative Forms, Paperwork & Duties


A major activity in the fall is the completion of forms and providing information to the Club with regards to your team’s logistics..
Team Personnel ListThe OVSS will cover the costs of any combination of up to 5 Coaches, Trainers, Practice Coaches and Managers for each Team. These people will be included on the Team Lists and will be covered by insurance paid for by OVSS.
Teams are allowed to add additional people on the Team Lists but the costs associated with all people above the numbers covered by Policy will be borne by the respective Team, $35 per additional staff member.
 
Procedure: The Team Managers/Head Coaches will provide the OVSS - Registrar a list of Team Management that will be included on the Team List. This list of Team Management would normally include a Head Coach, Manager, Trainer and any combination of Assistant Coaches, Practice Coaches or additional Trainers that the Team Head Coach decides on, up to the maximum of 5. These names will be sent by the OVSS Registrar to District 4 and will appear on the formal “Official Team List”. Teams wanting to carry more people (i.e. additional Trainers or Practice Coaches) than what the Policy above allows can do so. To get the additions onto the formal ODMHA Team List the Team Manager(s) must provide a cheque made out to OVSS (forwarded to the OVSS Registrar) at the time of request for any/all additions. Once paid for and submitted the additional staff will then show up on Team Lists and are covered by applicable insurance.

When submitting your team list to the Registrar please ensure the following information is provided:
 
Name; date of birth (mandatory to ensure that that there is only one Hockey Canada identification number per member); address; phone number and email contact for all team officials and members; jersey number; position

If a bench staff member does not have the proper credentials, when and where the member is taking the required clinic(s).  Bench staff cannot be added to the official roster until all clinics and post tasks assigned have been completed
 
 
Note – Being on a Team List does not negate the need for Bench Personnel to have completed any/all other Certification, Speak Out and Police Check requirements to be on the bench during a game.
The team list must be sent to the Registrar by September 5th.
 

Police Check –
All coaches, assistant coaches, managers and trainers must have a police background check completed every 2nd season by December 1st.
Contact the President for the volunteer letter to waive the Police Check fee.

Signed Team Lists – Once team rosters are determined, the registrar will provide you with an official signed team list. Bring this with you to tournaments in the event that it is requested.

Game Sheets – Each league game in which our teams participate uses a multi-part game sheet to track player participation, scoring, and penalties. Each coach or team manager can help fill out the game sheet before the game and then the coaches sign it. Some teams have been printing their rosters on labels and attaching one to each sheet in the multi-part forms as a means to save time. At the end of each game, the coach receives a copy signed by the scorekeeper and referee. It is very important to save these originals since they are the only official records of the game.  A copy of each game must then be faxed/emailed to your League Statistician, your Coach will provide this information after they have attended the OEMHL A/AA Coaches meeting before the regular season begins.
Note: The Home Team is responsible for the gamesheet, providing both timekeepers and game pucks.

Medical Information Sheets – At the beginning of each season, it is important that every parent complete a medical information sheet. It is important that the coaching staff is aware of any medical needs and/or past issues. For example, concussions, asthma, etc…
The medical information sheet will be given to the team managers at the managers meeting. Please have team personnel retain the information for when needed throughout the season.
Ideally the copies remain with the trainer in the trainer box, so they are readily available if needed.

Picture Day

Every season there is an annual team picture day; this will be the same date as S7 Day in November. Teams will be given their picture time and are expected to be dressed, ready with form/cheque in hand at the time indicated by the Photo Day Coordinator. It is recommended that teams wear their home jerseys. More information located here.
 

Silver Seven Day

This is a great community event for our OVSS association.  Annually supporting the Lanark Food Bank with non-persihable food collection from all teams & family members.  A 50/50 draw with proceeds donated to the Food Bank.  Additionally there are team and individual player photos, canteen, fundraising tables and raffles.  
 

Fundraising

The Team Manager is relied upon to coordinate fundraising efforts on behalf of the team. Team funds need to be raised to pay for team costs such as tournaments, end of year events, etc…This duty could be given to another eager parent.
  • The OVSS governs all fundraising activities and the policy is administered by each Team Manager and overseen by the assigned Director of Hockey.
  • OVSS does not permit players to solicit money on street corners or other areas that may be dangerous to their safety.
  • If a family elects not to or cannot participate in a fundraising event, they fail to share in the proceeds of that activity.  Only those who participate will be eligible to gain from the proceeds and the funds will be divided equally amongst participant families.   If a family’s team fees are paid in full and they participate in the fund raising activity, their portion will be divided equally amongst all other activity participants.
  • Money raised through sponsorship can be recognized by placing one sponsor bar on the back of a player’s jersey, creating a team banner or newsletter, website or any other suitable recognition.  The amount or type of recognition is dependent on the amount given to the team by the respective sponsor.
  • All monies raised through sponsorship and fundraising must be recorded in the team financial reports. Any sponsor wishing to make an anonymous donation is to be advised that their name will be withheld from public financial record, but the funds must be provided to the OVSS President or OVSS Treasurer who will disperse them to the team.   The amount of the sponsorship must be disclosed to the team and reported in the team revenues.  
  • Any family who has fully paid their team fee through a corporate business or public business sponsorship is not entitled to a refund of any surplus money.  Corporate or public business sponsorships are not returned to team parents, as parents are not to gain financially from the public support.  Excess sponsorship funds remaining in a team account at year end that is not required to support team year-end activities, will be distributed based on a 75% team vote back to the sponsor, the team or  to the OVSS Club.

Sponsorship


All team sponsorships shall be the responsibility of the individual teams. The suggested fee for full team sponsorship should be at least $1500-2000. However, a team may obtain more from a sponsor if desired. Teams may obtain more than one sponsor at a rate of $125 or more, per sweater ($250 for both home and away sweaters for one player). Or the team may choose to purchase a banner with sponsor logos to travel and display at the arena during games.
Each team will be responsible for obtaining the banner or sponsor bars and having them sewn on. Sponsor bars are provided annually by our preferred supplier, black on white writing for Home jerseys, and white on black writing for Away jerseys.
Sponsor Recognition (sponsor bars) on Equipment: Placed at the bottom of the sweater, must be hand-sewn for easy removal – never ironed.
The managers have the following duties regarding sponsors:
• Obtaining the sponsor(s) for your team.
• Provide background about the team (level, league etc.), when they play and practice and welcome the sponsor to visit any time. It is important that the team Manager maintain regular verbal and/or written contact with the sponsor(s).
• It is the responsibility of the team to deliver a framed, engraved (showing the team name, sponsor name and year the picture is taken) team picture to the sponsor, as early as possible.
• Managers must ensure that the Name Bar on the back bottom of the team sweaters is uniformly consistent with the name of the team sponsor.

LOGO AND COLOUR USAGE

 
The OVSS logo is the private property of the S7 Hockey Club. The logo and the “Ottawa Valley Silver Seven” name may be used on products, jackets other garments and written or printed materials only with prior written approval of the Board of Directors through the President.
 
Our preferred supplier has the approved logo available and their products are available for purchase.
 
The approved colors for all S7 Club purposes are: “black, grey and white”. All authorized use of the OVSS name and logo will also reflect this color policy. Teams may only use jerseys provided by the organization and socks of the approved design and material. Rare exceptions may be permitted with prior Board of Director approval.

Treasurer

The Team Manager and/or Head Coach can open a joint bank account to administer the finances, or another parent could be the Treasurer. It is important that accounts are opened at the beginning of the season and closed at the end of the season with a balance of 0. The account name should also state “OVSS”. For example, account name = OVSS Major Atom AA. No personal bank accounts should be used. It is recommended that there is more than 1 signature on the account.
 
The Team Treasurer should establish a fee collection schedule for the payment of registration fees by the parents.
 
Each Head Coach drafted a proposed team budget using the prescribed OVSS Team Budget template for approval by the President prior to tryouts.
 
The budget is to be presented to the full team parent group at the first official team meeting after team selection. Any additional expenses considered exceptional will be posted prior to tryouts.
 
Proposed changes to approved team budgets may be made throughout the season provided that: the liaison is present to conduct a vote during a team meeting, and that 75% approval is reached. 
 
Team managers are responsible for a monthly financial reporting to the OVSS, and to the team parents.  Deviations (more than 10% variance) from the original approved budget must be brought to the attention of the parents and the team liaison immediately.
 
Should a surplus of funds remain in the team account at the end of the season, the money is to be divided equally and returned to the team parents by May 15.
 
Final Team Financial Reports must be submitted to OVSS Treasurer by May 31 (unless an extension is requested and approved by the OVSS Treasurer).

 

Team Finances

The Team Treasurer shall send a budget to the team:
  • Beginning of the season
  • Over the holiday break in December
  • At the end of the season
 
The Team Treasurer shall also provide the budget within 7 business days as requested.
 

Tournaments / Exhibition Games

Hosting a Tournament -
OVSS hosts an annual tournament at the Bell Sensplex.
Team received a $100 discount for participation and may setup fundraising tables during the tournament.

Away Tournaments –
OVSS teams are permitted to enter a total of five (5) tournaments including those sponsored by the OVSS.  A maximum of three (3) out-of-district tournaments are permitted.  This does not include Provincial, Regional or National Championship play downs.
 
If a coach wishes to enter more than five tournaments or attend more than three out-of-town events, they must receive approval from the OVSS Executive and Board.  Before considering extra tournaments, approval must be sought by the team and voted on with a 75% approval rate.
 
n the event that a team attends a Provincial Championship, the OVSS may make funds available to help offset costs, each request is reviewed case-by-case.
 
All tournaments require a copy of the “Official Team List”.


ICE SCHEDULING

 

Practice Ice

 
OVSS ice will be allocated to the teams in a fair and equitable manner over the course of the entire season.
 
Practices can only be allocated for short time frames until the league game schedule is released, then the ice for the remainder of the season will be allocated, taking into account the away games.
 
Schedules are bound to change and conflicts arise as the season progresses. As soon as you find a conflict of a league game, practice ice, or tournament date, you must arrange to trade ice within the Silver Seven organization or, for games, with other teams in the league (see “Rescheduling” details below).
 
Remember that YOU, as the Team Manager, are responsible for the ice that has been scheduled/allotted to your team. Should you allow ice to go unused, it will still be charged to your team’s allotment, and there will be a penalty fee (cost of the ice).  Should you be unable to change practice ice with any other Silver Seven team, contact the OVSS Ice Scheduler for assistance, giving as much notice as possible.
 
Teams may purchase additional ice at the team’s expense. Some city/towns wish for ice to be booked through OVSS and the association will in turn bill the team. Please consult the OVSS Ice Scheduler prior to booking additional ice.
 
Note: Ice provided by OVSS cannot be sold (or traded without permission) to teams outside the OVSS organization. It must be returned to the OVSS Ice Scheduler.

 
Game Ice
 
Game ice is submitted to the league on the team’s behalf.  Every effort is made to produce a working schedule, but you may be required to adjust your games to accommodate tournaments and other activities.
 
The OEMHL AA/A league is very clear in their policy of how many changes are allowed and when. This is to minimize disruption to the league schedule, yet provide teams with a reasonable window of time to make changes.
 
You are permitted an unlimited amount of game changes up to the OEMHL league cut-off date. (Date is available on the league website and will be given to you at the league coach/manager meeting.) This is your time to correct any conflicts and to reschedule games without penalty.
 
After this date, you are only permitted to reschedule two (2) games during the remainder of the season.  Do not leave rescheduling games to the last minute!
 
Visiting teams switches are permitted throughout the season as often as needed. The home date/time/location remains the same, just the visitor match-up changes.

 
 
Rescheduling Games – Visiting Team Switch
 
Instead of completely rescheduling an away game, you should always attempt to switch games with another team first. This is the easiest, most straightforward way to fix your conflict, and if it’s past the deadline, does not account for one of your permitted changes. The process is very simple. From the league schedule, find another game time the home team has that suits you to play, contact the opposing team with whom you’d like to switch and suggest that they play the home team on your given date, and you’ll play that team on their date. When all parties agree, submit the appropriate form to the league convenor of your level for their approval and notify the OVSS Ice Scheduler.
 
You may need to ask more than one team before finding one able to make the switch. If a switch cannot be found, then you will need to contact the home team and request to reschedule to a new date.
 
 
Rescheduling Games – New date
 
Switching is always preferable, but when one cannot be found, or you are the home team, then a new date must be agreed upon. The procedure is as follows: contact the team with whom you wish to reschedule the game – if you are the visitor, ask if they could propose a new date – if you are home, propose to them a couple new dates.  Work with the OVSS Ice Scheduler, they will provide you with some date options. (Once all the OVSS ice has been allocated for the season, you must work with your team’s practice ice, but the ice scheduler will assist you if needed.)  When all parties have agreed to the new date, submit the appropriate form to the league convenor of your level for their approval.  In all cases for home games, be sure to notify the referee scheduler of the change in game date/time/location. Remember, failure to play a scheduled league game can result in not only the forfeiture of the game but also additional sanctions/suspensions of team officials.
 
Allowable start times are designated within S7 due to the distance to travel for our members:

    • 9 AM

 
Conclusion
 
If at any point you have a question or are unsure how to proceed with a game conflict or ice situation, contact the OVSS Ice Scheduler, President or another manager whom you know has been doing this for many years – every one of them is willing to help.

 

Referees and Timekeepers
 

When conducting an Exhibition game or re-scheduling a make up game, the home team or team that missed the league game is responsible for referees and time keepers.

- Referee Bookings: 

-- Major Peewee AA and up, the referees are scheduled by the AA/A League for regular league and playoffs
-- Minor Peewee AA and below, the referees are scheduled by the team designate (caoch or manager or other) for regular league and playoffs

Timekeepers:
- are booked by the team designate (caoch or manager or other) for all games

The team must pay the refs and timekeepers for exhibition use. OVSS will reimburse each team up to 2 exhibition games.

Please be sure to specify the level (Bantam, Midget, etc.) since referees are often certified to officiate at specific levels. See our website for up-to-date contact information.

Risk & Discipline

Please contact the Director of Risk & Discipline with questions & concerns regarding the following: Speak-Out clinics, Code of Conduct and any risk & safety issues that occur throughout the season.
Of important note: The use of any form of camera, video camera, camera phone or Personal Digital Assistant (PDA) is strictly prohibited in all recreational facility change rooms during HEO/HEO Minor sanctioned events.
 
 
Incident Report Form – This form is to be utilized by anyone in the Silver Seven Hockey Club to report an incident of unacceptable behavior.  An individual is considered to be displaying unacceptable behavior if they are verbally or physically harassing and/or abusing a game participant (player, coach, spectator, or official). An OVSS official investigates every report and will contact complainants at some point during or after the investigation.  Resolution typically takes 1 to 2 weeks from receipt of the report.
 
Speak-Out Clinic – All team personnel must attend or have attended the “Speak-Out” clinic before they can participate on the bench during games.
Team Trainer – The Team Trainer should be present for your team on the bench during games, including the regular season, exhibition games and tournaments. The Trainer should also be available during practices.
Mandatory Equipment – Players must wear the following listed equipment, failure to do so is an insurance liability to the OVSS and the player should not be permitted on the ice or bench.
  • a CSA approved helmet
  • a CSA approved face protector
  • a BNQ certified neck protector
Note: Chin straps must be securely fastened.
 

Breach of Conduct


All breaches of conduct should be in writing via the Incident Report Form and filed to the Director of Risk & Discipline for review. Incidents must be filed within 30 calendar days of occurrence.

League/Opposing Teams, etc…
Any issues with regards to the league, opposing teams, etc...must be brought forth to the President by the team’s Head Coach in writing.
Please do not send any complaints to the OEMHLA A/AA League Executive or their Convenors - they will simply refer you back to the Silver Seven Hockey Club President.

 

Game Protests & Appeals to the League

 
If you need to file a protest to the OEMHL A/AA League, contact the Silver Seven Director of Hockey Operations for approval to proceed. A Silver Seven Hockey Club appointed board member will then guide the team’s Head Coach through the process.

Please do not contact any Board Members of District 4, the OEMHLA/AA League or the Ottawa District Minor Hockey Association until you have completed the steps above.

Suspension Reporting

This is the Head Coach’s responsibility and must be strictly adhered to as there are rules & regulations to follow. Suspensions that are not reported, may results in the suspension of the Head Coach.
 
Of important note:

 
  • The referee provides the call.
    • Do not ask him/her how many games to serve as they do not know the player’s history.
 
  • The District 4 Chair provides the ruling on any suspension as they monitor and track all game sheets and have the player’s history recorded for first, second and third offenses.

What If Scenarios….

 
No ice
Have printed copies of the most updated schedule from the league website for games and from OVSS for practices, depending on whose mistake, they will have to rebook the ice.
 
No refs
Have the home club’s team manager call the ref scheduler and then RIC. Game may have to be rescheduled.
Immediate family members CANNOT act as a referee for a family member’s game as per CHA rule 41 “The referee and linesmen shall be thoroughly impartial parties”

 
Not enough refs
 
Per the OEMHL A/AA League Rules – all games are to be played under a “three-man system.
 
However, if only two qualified officials are available, the game WILL BE PLAYED with two officials. If only one qualified official is available, the game will be postponed.
 
Under the 2-man system, one official MUST have one year of experience. Under the 3 man system, Linesmen may be Level I officials but the referee MUST be a Level II. Level III referees are recommended for all Midget and Juvenile games.
 
No trainer
• Ask opposing team to borrow their trainer if needed
• Verify if there is a nurse/firefighter in the stands
• Refs must agree since the trainer is missing from you’re game sheet
 
Note: In the event one of the two trainers is not present it must be noted on the game sheets and the game goes on.
If the trainers for both teams are not present, for the game to be allowed to go on, there must be a qualified First Aid person identified to the Referee in the arena who will accept responsibility for both teams

Year-end Recognition / Banquet

At the end of the season, OVSS hosts a banquet for all teams.
We look or each team to supply one volunteer towards this event for planning.

Appendix A - Team Manager Role Outline

In conjunction with the Team Manager’s handbook, this outline details the responsibilities of this important volunteer role. Please review this information carefully and discuss any questions you may have with the coaching staff, Assigned Director of Hockey for your level and / or the OVSS Board of Directors.
Thank you for contributing to the success of our Association and for creating a great experience for our players.

1.          Assist the Coaching Staff
  • Be a single focus point for communications between the Coaches and Parents for the team.
  • Provide timely and accurate information of all on and off ice activities to the parents of the team.
2.          Provide Information and Completed Forms to the S7 Board, the league as requested/needed.      
3.          Communications
  • Compile e-mail addresses/telephone numbers and an audit process that ensures all critical and non-critical information reaches the parents in a timely manner.
  • Establish a call/text message process for late breaking critical information such as game and practice postponements. For example, less than 24 hours notice is a phone call/text message.
  • Establish and maintain contact with the OVSS Executive for information in regards to team photo days, S7 Day, etc…
  • Promote and actively remind parents of upcoming OVSS events.
  • Arrange logistics and any off ice activities or events including hotels, directions, team dinners, and any “ground” rules for curfews etc.
 
 4.                      Fundraising
  • Promote and participate in the team fundraising events
5.                      Publicity
  • Submit information to the S7 webmaster for news articles on the club’s website.
  • Submit information in a timely manner to the local papers.
